28/02/2021 – EC12 Exemption Update

*** Important Information***

You will see in the Ministry of Education’s pānui dated 28/02/2021, services at Alert Level 3 and Alert Level 2 an EC12 exemption for all permanently enrolled children applies from 28/02/2021. With our latest enhancement you can manage this in your centre calendar meaning that you do not need to add timetables for children to apply this exemption.

 

To do this please modify your centre calendar with one of the options below:

1. Alert Level 3 | Auckland Region

2. Alert Level 2 | Rest of New Zealand

Since receiving the Ministry of Education’s pānui dated 17/02/2021, we are pleased to announce that Infocare Solutions has applied a blanket exemption for the absence rules for all permanently enrolled children from the 15/02/2021 – 17/02/2021 for all services.

We have also implemented and enhancement to manage EC12 exemptions for services in the Auckland region to be used from 18/02/2021 until 22/02/2021.

 

This document provides you with information about what administrative tasks need to be done in Infocare for Alert Levels 3 and 2; and for this enhancement:
For all services outside of Auckland, please go directly to “B. Modify Child Daily Sign in Sheets – All Services” of this procedure.

Update your “Centre Calendar” from 15/02/2021 until 22/02/2021, selecting one of these options for each day:

 

B. Modify Child Daily Sign in Sheets – All Services

To ensure the exemption is applied from 15/02/2021, you need to re-modify child daily sign in sheets by following this procedure:

  1. Go to the “Sign in Selection” screen and select the date to be 15/02/2021.
  2. Select the “Category(s)” of the sign in sheet(s), click “Search”, and then click “Modify” each selected category individually as you would normally.
  3. The only action here is to now scroll to the bottom of the screen and click “Next day”
  4. Continue through the rest of the days for all sign in sheets currently created.
  5. Repeat these steps for each “Category” of sign in sheet(s) that have been created.

  1. Our service cannot open during Alert Level 3, what do I do?

  2. We are open but we have no children attending, what do I do?

  3. We had children that were due to start, can I claim funding for them?

    If you have confirmed a start date for a child and all enrolment documentation is complete, you can claim funding for them from their anticipated start date; the reason being that if it had not been for COVID-19, they would have started, so business as usual.
    Although this was previously a strict rule that you couldn’t claim funding beyond the first week of absence when children were unable to start due to unforeseen circumstances; this rule has been waived. Infocare Solutions software has been enhanced to accommodate for this situation.

  4. I have children turning three during Alert Level 3, can I claim the 20 hours ECE?

    Yes, if you have a completed/signed “Confirmation of Enrolment and 20 Hours ECE attestation”.
    Within Infocare you have the ability to email attestation forms to parents for them to print, sign, and return the original signed copy to you.

  5. We have children attending for fewer hours or days than they would normally, do I give them a new timetable?

    Our understanding at this point is that no, you do not need to give the child a new timetable as all permanently enrolled children are exempt from the Ministry’s absence rules for the period of 15/02/2021-17/02/2021 (and for the Auckland region; until 22/02/2021).
    NB: For services outside of the Auckland region, from 18/02/2021, yes if a child’s enrolment has changed, there must be a new timetable added. 

  6. A child left prior to 15 February 2021, can I claim funding for them for the 3 days?

No, as per He Pānui Kōhungahunga dated 17/02/2021, funding cannot be claimed for children who are no longer enrolled.
